Over a year and a half ago now, November 2019, Microsoft launched the New Commerce Experience. Focused on simplifying contracts and improving user experience, a second way of purchasing Azure in CSP emerged at the kick-off of the New Commerce. Compared to the "legacy" Azure Global Subscriptions, New Azure Plan has the advantages of a better availability of Azure services. Let's mention the Azure Cost Management here that is not yet available in the legacy subscriptions. In addition, it also ensures a fair cost distribution worldwide. From multiple price lists in different currencies, within New Azure Plan there is only one price list in USD.
July 2021 is the time to start the transition to New Azure Plan phase 1. Phase 1 means that every new Azure business in the Microsoft CSP programme will be based on New Azure Plan. Existing Azure Global Subscriptions do not need to be converted at this stage. In a later phase, date not yet known, these will also have to be converted.
What does this mean for the partners? First of all, it is important to understand that Microsoft is going to force everyone who still wants to make a margin on Azure consumption to deliver an added value as well. What this value may be has not been determined, but it must be demonstrated that the partner has the ability to deliver this value. This can be done, for example, by Delegated Admin Access on tenant, which can be established via the Partner Center relationship link. Or by having the right rights to the delivered Azure plan.

For CSP usage outside of the New Commerce program, you use the Incentive Guide for Indirect Resellers, which states that owning a Silver or Gold partnership, out of a list of 9 different competencies, is sufficient to participate in the incentive program. For consumption within the New Commerce programme, the New Commerce Incentive Guide is used for this purpose, whereby the requirements have been somewhat tightened. For incentives on consumption within New Azure Plan, you are required to achieve the Microsoft Cloud Platform competency at Gold level. There are 4 possible options to achieve this competency.
